My thinking is that, if Robert from 269 cook rd, has attempted another theft,

as Mr Weill's hints. (If i've read this correctly)

 

This is to try and dismantle the first attempt.

 

Causing another conflict in order to try and turn the table around,

or protecting himself from the initial crime he's committed.

 

This is not only attempted theft, but framing a person.

 

 

I have told you.

 

These people, they are at the bottom rung of society.

 

They are relentless, dangerous, and shameless.

 

 

They see this as a opportunity.

 

 

If this is happening again, this person must enter punishment for a very long time.
