Tp upgrade, image a pillar pole tower that extends way above the sea level,

and on it, a sudden expansion of space that can accommodate a wide building.

Like Oblivion (movie) or Dragonball Corin Tower with Kami and Mr Popo's dwelling on top.

As I have designed previously using space escalator and crucible method in the middle.

This can be modded to support the tower by the cross (+) method in sea mining where
the segment is attached to it by the small portion like a parasite in that cross.

This removes the volume that is required to have a space escalator (pyramid) and rely only
on the skeleton frame (cross) to support the crucibles to cast the tower.

Now when that is built, it can be be a congregate bridge between U.N ambassadors.

And below the sea level can also be accommodating compartments as towers below
it. To further support the structure and create living space underwater, like an underwater city.
