passengers are in between pairs of the wheels. (The body of the jumbo motorcycle,
NOT between two wheels. There is 2 wheels as a pair at the front, 2 wheels at the back as a pair, the passengers are in the body cavity between those wheels. On an average sized motorcycle, that would be where the engines are located)

driver is certainly above the height of the wheels from that.
