I am alarmed because all these principles have been spoken before by me.

 

And yet, given a short period of time.

 

It is forgotten, and they repeat their cycles.

 

And hence I stated the law today. I have the right to apply this request of enforcing Rule 11 sanctions, and res judicata.

 

They've been given more than enough chances. And they have been found guilty.

 

No more of this. They deserve their punishment.
