If the pole is low enough, it can be hidden inside bushes for protection

 

against destruction as well.

The goal of the sensor is to track their movements by speed.

 

And their location.

 

 

 

 'inhumane' method, but since you mention safety:

 

you could send automated vehicles that will follow the individuals

 

and fly off a rope with weights attached to it, or a net.

 

immobilizing them without actually hurting them with electricity for instance.

 

 

can they cut through the rope?

 

that depends on how well the machine can immobilize the target.

 

worst case scenario is electricity running through the net.

 

but if instead, say if the person is pressed flat against the ground,

 

because of the net,

 

a mechanized 'belt' can be wrapped around them and incrementally

 

tighten around them. which also will need to measure their BP...

 

just enough so that they become immobile.

 

 

if the material of the net, the belt and the such is solid enough,

 

unlikely they will escape.

 

but even if they do,

 

another line of automated vehicles will be waiting for them

 

once they start moving again. tracked by the sensors...
