He should be charged. He deliberately triggers emotions,

and thereby reaction. It is psychological stress at unnecessary times.

Authorities, when you see this person persisting on the channel.

 

It is shameless self-promotion, taunting, and threats (if there is).

 

You can't let it go, as it is a form of harassment.

Remember he's admitted to his behavior prior.
