no flying car?

well, if the design is the issue as compared to function/power distribution.....

you could try making it four large wheels like this photo.

difference being passengers are between every large wheel of four. (so 3 spaces,

a pair of passenger per  space.)

 

but rotation of those seats, maneuver during drive... probably no good.
