To expand on it. There should be very little or no building codes/construction rules.
Natural resource is limited to certain types of land. Given wood, mineral, rights.
So... Those resource must be more easily accessible by the locals in that region.
Extremely cheap, or nearly free. Roads to there, must be built but the materials should be thought of. Seems like very costly with current concrete builds.... Which seem to wear out seemingly faster than it should be. More larger Earthen brick materials with brick laying machines as road, could be base for the roads then thinner layer of concrete, following
a 'waxing' for smoother surface and protection against weather. I think water damage is what mostly causes the cracks in the long run(?) Well, I wouldn't know.
