This can be... a platform on a small tower. XD

 

and to descend down, through spiral staircase

or elevator.

 

probably not that practical.

 

 

 

but why a platform on elevation?

 

to make use of existing ownership of land,

 

for current tesla charging stations.

 

just needs poles and platform sitting on top of it.
