There is potential for great balance that can be unified

the amount it costs in universal healthcare, while maximizing

productivity, income generation for every individual.

 

As they start out, they can be housed and fed, to be

given time to educate themselves to create a product or service.

 

Giving them a reason to stay depends on how the cities will be designed,

and what the country can offer them, instead taking from them.
