Investigate according to timeline.

 

It should be evident they deliberately,

willfully neglected,

in order to allow proliferation of harm.

 

I have no idea what is the truth.

 

I am only stating this according to my observations now,

and many things are questionable.

 

I hope there are authorities who can correctly

judge what went on in that department from beginning to end.
