He let it proliferate.

 

He well-knew Anna's spamming activities by traffic/IP.

 

He knew it is benefiting Quora one way or another.

 

He try to cover up his intent with an investment offer.

 

Yet my humiliation was allowed to let go on in this channel

for a very, very long time.

 

 

He's attacked me out of jealousy, competitiveness.

 

He tried humiliating me in the public with a video recording.

 

He showed that intent towards me, that he wishes I would harm myself.

 

He tried delaying, affecting my productivity with my computers.

 

He relayed the channel link to everyone I meet,

so they would conspire behind my back, and treat me however they see fit.

 

It was dangerous, it was abusive,

 

and it can only, statistically, requires only one individual to cause harm.

100 good people doesn't matter in this case, whomever he relayed the channel link to.

 

He gambled with my life, knowing that I would be affected.

 

This has nothing to do with monitoring.

 

It has everything to do with, using that authority given, to fully become abusive

however he wished. And he cannot get away with this.
